Well first of all it seems like you could get alot more if you bought everything seperate. Other than that I think its obvious that the biocube is way better just for the fact that its 400 dollars cheaper.

It would depend on what you plan to do with it, for one.
If you’re planning to set up a saltwater tank, both are very limiting if you want to keep fish because of the limited size. Unless you just want a couple of smaller fish like a pair of clowns with a goby and maybe one other fish, you’d actually be better off getting a 55 gallon or larger rectangular tank and buying the equipment separately.
If you’d be happy with with a few fish and mostly inverts, the Red Sea at least gives you the better size/water volume for saltwater. The other major difference is the lighting - Red Sea max has 2 55 watt bulbs compared to the 2 36 watt bulbs of the Biocube. If you plan to keep corals or anemones, that makes a difference.
If you’re just planning to keep freshwater, you can go by the size/number/territoriality of the fish you plan to keep. But the Red Sea’s skimmer won’t do much as far as tank maintenance in freshwater. The wet/dry filtration and surface skimming (different than a protein skimmer) of the Biocube would still be effective.
I guess I’m personally not that thoroughly impressed with either one. I’m more the type who likes to combine together equipment I like and set up the tank to my specifications, not the manufacturer’s.
