saltwater nano tank! help please :)?

i was thinking about starting up a saltwater tank again some time soon.
TANK: 28g nano cube with Hqi (150watts)
nano tanks come with everything u need right? (filter, skimmer,light, etc)
here is a list of stuff i want to put inside:
(paar) Ocellaris Clownfish (possible a black paar)
Bubble Tip Anemone (for the clownfish)
Firefish Goby
Banggai Cardinal
Lawnmower Blenny
Scarlet Skunk Cleaner Shrimp
Fire Shrimp
Sexy Shrimp (group of 3-4)
Algae Scrub Crew (cleaning crew Snails, hermit crabs, etc)
Corals (zoathids, mushrooms, polpys, etc)
also would have:
20-25pounds of live sand
25pounds of Tonga Branch Live Rock
i would be doing a biweekly water change of 20% (aprox. 5g) the tank isn’t over stocked or? should a maybe remove the firefish goby or Banggai Cardinal?
its gonna mainly be a coral reef tank with only FEW fish.
any suggestions at all or does it sound like a good idea? i will NOT add everything at the same time, just slowly (few months).
the 28g nano come with 150watts light witch would normaly be 5.35watts per gallon. but with all the live rock, sand, etc it wouldn’t be 28gallons, right? more like 20-22g or not? witch would make it aprox. 7 watts per gallon. that should be enough for most corals, right?

The long and short of it is the a pair of clowns (that are most likely going to mate) will make the banggai’s life a lot harder. Also be sure to add the clowns first to the tank so they can develop so territory before the shrimp and blenny come. Also 7 watts per gallon is plenty for what you want.
