personally i would say no. 14 gallons isn’t easy to maintain and i personally wouldn’t keep either fish in any less than 30 gallons.

If they are the only two fish in the tank, you shouldn’t have any problems at all. Both are rather mild mannered little guys and make good community residents. If you plan to provide your percula clown with a host anemone, then that would also be of benefit and curb any aggression that could arise.
